Governing constraint

Also: Governing Constraint

A constraint that sets clear limits within which agents act, like a law, a process or a contract. Typical of ordered systems.

Governing constraints define a space of allowed action without prescribing every step — traffic rules are the classic example: they vary slightly from country to country, but someone who can drive on the right in Germany can probably drive elsewhere. They work well where the situation is stable and well understood.
