The Cynefin domain in which agents follow no coherent pattern and established patterns have broken down; the first job is to act and stabilise.
In human systems chaos is always temporary: people quickly impose constraints to restore some predictability. The approach is act–sense–respond and practice is novel. Chaos can also be used deliberately, briefly, to break entrenched patterns — but only with a way back.
